Unremarkable high school student Kouta Mitsui joins the fishing club at the invitation of his friend Shinjiro Uchi. Though told it's a righteous group protecting town order, it's actually a near-extortionist vigilante squad controlled by a yakuza boss, Spinnerbait. In this group, which forcibly cracks down on crime and ranks members by absolute obedience based on points earned, Mitsui remains at zero points, living a gloomy life. Just then, a series of murders shakes the entire town. A suspicious man claiming to have found the murderer's notebook appears before Mitsui.
