Conan, Ran, Sonoko, and Kogoro, along with motorcycle enthusiast Masumi Sera, head to Yokohama's Minato Mirai to attend the motorcycle festival 'Kanagawa Motorcycle Circuit'. Suddenly, a mysterious 'black runaway motorcycle' leaps over their car, and in pursuit is the 'Goddess of the Wind'—Hagiwara Chihaya of the Kanagawa Prefectural Police Traffic Mobile Unit, whom Ran has seen before. However, after a fierce chase, Chihaya's motorcycle is severely damaged, and the black motorcycle escapes at the last moment. Later, the group arrives at the event venue in Yokohama and witnesses the unveiling of a white motorcycle equipped with the latest technology, the 'Angel'. Just then, news breaks that the runaway 'black motorcycle' has appeared in the city and even evaded the Metropolitan Police's pursuit. Though the rampage's purpose is unknown, they notice its body is highly similar to the 'Angel', dubbing it the 'Black Angel—Lucifer' and continuing their chase. Who is the culprit, and what is their true motive? Meanwhile, memories of her younger brother Hagiwara Kenji and his colleague Matsuda Jinpei surface in Chihaya's mind...
