Agent Jo of the South Korean National Intelligence Service is tasked with tracking down a transnational crime syndicate. Following the trail of a fallen intelligence officer, he heads to Vladivostok, Russia, where he unexpectedly crosses paths with North Korean agent Park Geon. The two engage in a game of wits over the key intelligence source Chae Seon-hwa, only to find themselves abandoned by their respective nations.
